Is it against state HOA laws in Indiana to fine homeowners for not following the covenants especially after they have been told they are in violation several times and have received several letters?It is stated in our CC&R’s that we can. Thank you

Homeowners associations in Indiana do generally have the ability to fine homeowners for violating the covenants provided their governing documents permit them to do so. Since your CC&Rs state give your HOA that power, then your HOA can fine owners for breach of covenants.
