Can HOA Enter My Home in Oregon?

Question:

My question is about construction noise. I recently was having some work done by a contractor in my condo and i was gone while he finished up his work. I had a neighbor and an HOA member come inside my house and confront the construction worker telling him he was working past the construction work hours. My front door was open so he could come and go but i am really frustrated the people came inside my house without my approval. I understand that the contractor should have stopped working when construction hours ended but i believe it’s illegal for people, even an HOA member to come inside my house without permission. I have read that the HOA can if its an emergency but loud construction noise for about less than two hours , is not an emergency.
I’m wondering how the HOA should have handled this and if the HOA should have even been involved at all and rather they should have complained to the city and they would handle?
And do i have any legal rights with the neighbor and HOA member that came inside my house?

It is best to check your CC&Rs and bylaws to confirm your HOA’s right to enter homes. It generally depends on the governing documents, but your HOA might have the authority to enter homes to inspect for violations or to address maintenance issues, in addition to emergencies.
