Do I Need Neighbor’s Consent for a Fence?

Hello,
Here is my question please;
If a member in a HOA Community needs to erect a new fence (lower than 6ft, following code, etc) in his side of his property (not even using the boundary line), does the architectural committee still needs the permission of the adjacent neighbor to giving an OK? There is already an existing fence at the perimeter of the house. The new one would be same in shape, material and color.
