What are the homeowners’ rights? Receive the proposed changes clearly marked in the original governing documents?
How many days between receiving such documents needs to be given to homeowners for review before voting?

Answer:
If your HOA is governed by the Minnesota Common Interest Ownership Act and is amending the declaration, Section 515B.2-118 applies. This section requires a “vote or written consent of unit owners of units to which at least 67 percent of the votes in the association are allocated, or any greater or other requirement the declaration specifies” to amend the declaration, subject to some qualifications. Familiarize yourself with this section as well as the provisions of your governing documents to know more.
