Is the HOA Responsible for Mailbox Repair in CA?

Question:

If the HOA provides the community with banks locked mailboxes, compatible with USPS expectations; each member has their own key to their own mailbox.
If a community member’s box is not functioning correctly due to a tumbler lock malfunction, who is responsible to pay the USPS for a new tumble lock?

It depends on your governing documents. Your bylaws and CC&Rs should be able to tell you who is responsible for maintaining and repairing certain common elements, including limited and exclusive common elements.
