Our community of 14 homes has very minimal CC&Rs. The Association has never adopted Rules & Regulations. Question: Can we adopt rules and regulations that govern the use of property or is that restricted to CC&Rs?

Typically, associations are allowed to adopt some rules and regulations that govern the use of property. You may still adopt them even if the CC&Rs are minimal as the rules are usually made to enforce and clarify the existing governing documents. However, they cannot be inconsistent with the provisions of the governing documents or local, state, and federal laws.
