Are HOA Fees Negotiable? Can You Get Out of Them?

I am currently looking to purchase a lot/ land but some properties have HOA Fees. Is it negotiable or disputable to remove the HOA Fees? States of interest my interest is Colorado, Wyoming and Arizona.
