Are HOAs in Missouri considered political subdivisions? We have a board that has committed conflict of interest and I’m not sure what rules apply to them in regard to that.

Generally, no, HOAs are not political subdivisions. Most HOAs in Missouri are organized as nonprofit corporations. If your HOA is organized as a nonprofit, the Missouri Nonprofit Corporation Act applies to you. Section 355.416 deals with directors’ conflicts of interest.
