We have a detailed 40-page CC&Rs for 12 homes mostly built in 2000. There are easements, elected members, biannual meetings, the whole nine yards. But, the homeowners mostly refuse to follow HOA rules, have no minutes, take action without authorization, and conduct meetings by ambush (2-day prior notice).
