Can a Condo Dictate Flooring Types in Hawaii?

Are HOA’s allowed to dictate what type of flooring is installed inside condominiums? For instance, first floor units are allowed to install either carpet, hardwood, tile or, composite flooring but, second floor units are restricted to carpet only.

Generally, a condo association is permitted to place restrictions on the types of flooring used inside units. This is mainly done to control noise within the building and prevent nuisances. However, check your governing documents to confirm if such a rule does exist in your association. If the rule is not in the governing documents, the association may not have the power to enforce it.
