Question:
How much control does the board of an HOA have over the condo owners? Can they require a copy of the lease agreement between a condo owner and a tenant? Can they demand first month’s rent, last month’s rent and a deposit be taken before keys are given to tenant? Can they demand to know how many people will be living in the condo? Seems excessive.

It depends on your condo’s governing documents. Check your CC&Rs and bylaws to see if your association can enforce these requirements. It isn’t uncommon practice, though, for an association to ask for a copy of the lease and impose other requirements as part of its rental policy.
