Can an HOA Charge a Fee for Tenants in Virginia?

I had purchased a home that falls under HOA rules. Once I moved, I moved my family (Dad, Mom & Siblings) in the home. They have lived in their over six years and now that my HOA is under a new reign, they want to charge me Tenant fee’s. I do not have a rental contract because my family live in my home. Is their a Virginia statute that state’s if I don’t live there, my family has to pay rental fees? The other thought I had was to add my dad to my deed then they would have to leave me alone correct?
