I live in a community with limited parking. We have residents with up to 5 cars that park 1 in the garage all all others on the street where no one else has any room for guest parking. Can we require that they park their first 2 cars in the garage prior to parking one of their cars in the street?

It is normal for a homeowners association to create parking restrictions. That said, make sure your governing documents give you the authority to regulate parking and vehicles in your community. As for amending your documents to include such restrictions, it is best to seek the help of a lawyer.
