Question:
can the homeowners association “ticket” a visitor and threaten to tow them if they are parked in a space not posted “do not park” that is not blocking fire lanes, or others etc? There is a spot next to a tree that I parked, and they stuck a ticket on my car, threatening to tow it, but there is no signage saying do not park here. There is nothing in the bylaws reflecting parking restrictions.

An HOA generally does not have authority over public streets. If you have parked in a public street where parking is allowed, the HOA cannot give you a ticket. However, an HOA may have authority to enforce parking restrictions on private streets or streets that the HOA owns.
