Can CC&Rs Exist Without an HOA in Oregon?

Question:

Hi, we purchased property at 12339 NW Kelly Way in Prineville Or. At the time of purchase we were informed that there was no HOA only a small list of CCR’s.
We are now being told by one of the owners that we do have an HOA, because of the CCR’s there has to be one.
We are in Lake Ridge Estates.
Is it true that if we have CCR’s there is an HOA in effect?

It is possible to have restrictive covenants or CC&Rs even without a functioning homeowners association. You can check if your community has an HOA by going to your local county recorder’s office, your local government, or checking here.
