It depends on the HOA’s agreement with the management company. Typically, the management company can’t make big decisions without the HOA board’s approval. However, this can vary from one association to another, depending on the scope of authority and amount of control the board gives the management company.
If homeowners have a problem with a contractor’s work, such as landscaping, it is best to bring the problem to the HOA board’s attention instead of complaining directly to the contractor. There’s a good chance the contractor can’t make any changes anyway, as the contractor answers to the HOA.
