Can HOA Rules Supersede Local Laws?

Can an HOA’s bylaws supersede township ordinance? For example, The township allows landowners to camp on their property in a registered motorhome for up to 90 days in a calendar year. Our HOA would like to vote to ban camping all together, Is that possible?
