Can HOA Shut Off Water in Washington?

Question:

I purchased a property within a hoa. After ten years I was charged an enormous fee for having too much garbage, another fee for too many cars…it goes on. I never had too much garbage, I only had my personal legally tabbed vehicles,. I could not afford the fees, so now they are shutting off my water.
What can I do.?
I am Columbian-. Is discrimination?

Whether or not your HOA has the power to shut off your utilities for nonpayment depends on the association’s governing documents. Check your CC&Rs and bylaws to see if these documents give your HOA the authority to use such enforcement actions for nonpayment of fees/fines. As for whether or not you are being discriminated against, it is best to consult a lawyer.
