Can HOA Waive Dues in Exchange for Services?

Can an HOA waive dues for a member that provides labor to the association in return for waived HOA dues.

It is generally not recommended to waive dues or give discounts to homeowners who provide services to the HOA. The best thing to do is to have the member continue paying their dues and have the HOA separately compensate that member for their services — all following proper invoice and payment protocols.
