It is common practice for an HOA to fine homeowners who violate the rules, including architectural guidelines. This authority is even outlined under Section 515B.3-102(11) of the Minnesota Common Interest Ownership Act, which allows HOAs to levy reasonable fines after notice and an opportunity to be heard.
The dollar amount of a fine will depend on the individual association. Normally, though, an HOA will impose a fine for every day a rule remains in violation. Still, make sure to check your governing documents to see your fine schedule.
