Can HOAs Modify Homes in Colorado?

Our HOA attached UPS/FedEx signs on every end unit at our Soaring Eagle Townhomes here in Colorado Springs. We were not notified that this was going to take place nor did we give consent to drill holes on our garage and put up a sign without asking us. Also, Also, homeowners were not given the right to vote for these signs that cost us $400.00. Can I remove the sign and demand that they repair our garage?
