Can the Board Approve Resolutions Themselves?

Question:

Can a board of directors vote on a resolution by themselves and pass it by themselves without regard for the homeowners? I have lived in my condo community for 20 years and don’t recall the board ever considering a resolution. I know something about resolutions but very little. I am a former director. We have had boards that i haven’t trusted. The homeowners in my community take very little interest in the association. The board can basically do what they want and no one would know.

So could the board approve a resolution by themselves? They have sent us the information regarding the resolutions, but i have questions about it. But as i understand the issue, the homeowners may not have much to say about what the board decides to do.
