In general, a homeowners association can prohibit members from recording meetings. This ultimately depends on what your association’s governing documents say, though. This also applies to amending your bylaws. Your bylaws should set forth the requirements and procedures for amending the bylaws. It can differ from one association to another, and some don’t require membership approval to pass bylaw amendments. Such a requirement is more often seen in CC&R amendments.
