Changes in Park Usage by the HOA Board

Question:

Can the board designate HOA common space as a “dogpark” without a vote or discussion with all homeowners? Thus area was to be a people park, but one resident needed space and his property buts up against this area. He paid to have work done and deemed it a dig park!! Does nit sound kosher to me.

You may review the governing documents to see whether there are rules pertaining to these changes. The board is often allowed to make minor changes to the community without a vote from the membership. But, the governing documents may indicate how rule changes should be implemented. Apart from this, you may also raise your concern with the board or at the next board meeting.
