Changing the Interior of a Unit in Virginia

Hi there! So have an apartment unit and the water sprinkler system busted and HOA has their own insurance but is there a law in va that you need to use their insurance or can you use your own insurance?

Another question, can the HOA tell you what you can do in your own unit like painting walls and installing new flooring in your own unit can they tell you what to do on the interior?
