If it isn’t addressed in the Bylaws, does a Social Committee report to the condo board? And does the Social Committee need to record the monetary donations that they receive and how they spend those donations?

Generally speaking, committees assist the board with community operations and may report to the board. As for the financials, they should report all the donations and expenditures.
