Coyotes in California HOA

Question:

What does the HOA think of coyotes who are invading neighborhoods? We believe that one cause of this issue stems from garbage cans that people do not cover adequately or leave out for too long. Regulations of the HOA do include taking care of this, how much is the highest fine? Does this actually help people take care of their trash duties better? Were their any reports of coyotes and what do you believe is the cause of their invasion? Lastly, what more could be done as a community to reduce this problem?

Strictly enforcing your HOA’s rules on trash cans does help a lot. This is because wild animals naturally fear humans. But, when given a constant food source, they become trained to seek out that food source (uncovered trash cans) and lose their fear of humans.

Imposing fines does help deter violations, though it is important to make sure that your governing documents explicitly give your HOA the authority to fine homeowners. Your governing documents should also include a fine schedule and this schedule must be distributed to members. California law does not impose a maximum amount for fines, though it does say that fines should be “reasonable.”
