Declarant’s Right to Collect Owner Info in TX

Question:

My husband is the declarant. We cannot find in the TX law where we can ask for the owner’s contact information, e.g., phone number. We’d like to mention it when asking as we are not getting good responses.

Also, where can we find the statute of limitations for collecting HOA dues in Texas? I read it is 4 years but cannot find it to read about it.
