Does a Homeowner Need Approval for an HOA Event in Texas?

I would like to start an unofficial “neighbor’s choice Yard of the Month” whereby neighbors nominates neighbors’ yards monthly, and the neighborhood can vote.
If selected, the neighbor’s front exterior will be photographed by a professional photographer, the neighbor may display a small (and quality) sign for the month, and the winner is gifted digital rights to the photo. Can my HOA (Texas) strike that idea down? Can I be fined if I do it without their blessing as a test to gauge interest?

It depends on what your governing documents say. Some associations’ governing documents require homeowners to secure approval from the board (or, at least, notify the board) for any events or programs held in the community. If this is a requirement, breaking it would mean violating the rules of the association, which can possibly carry a fine, depending on your governing documents. All in all, it is best to seek the board’s approval first.
