Hi Nancy,
Unfortunately, the FCC’s Over-the-Air Reception Devices Rule (OTARD Rule) only applies to reception devices such as satellite dishes and antennas. It does not apply to solar panels. While many states have laws that prohibit HOAs from banning solar panels entirely, Minnesota is currently not one of them. However, Minnesota lawmakers are proposing bills to change that.
