Enforcing Speeding Fines on Private Roads in Florida

Question:

Can an association enforce fining in a community for speeding? I almost got hit by a car in my community and there are animals being hit and left in the street. I have talked the HOA board and the management company and they said that there is nothing they can do to enforce the speeding issue. I find that hard to believe. They are private streets so the police officers will not patrol in there. Any advice help would be appreciated.

The HOA board is generally not responsible for enforcing traffic laws. That being said, there are a couple of things an HOA can do to limit speeding in the community. Posting signs is one way. If the governing documents permit, the association can also impose speed limits and fine rulebreakers. However, make sure the bylaws and CC&Rs give the board the authority to do these things.
