Our HOA has a 60% requirement to have a Quorum for voting. How is the best way to be able to hold meetings and conduct HOA business when we repeatedly fail to reach a Quorum?

The board may speak with the homeowners to reiterate the importance of attendance. They may also opt to use proxies to reach a quorum. If all else fails, the HOA may petition the court to lower quorum requirements.
