Filing a Complaint Against HOA in Pennsylvania

Under the PA Law: Chapter 33. Section 3314. Section (c). Number (2) it states as follows:
(2) Any common expense benefiting fewer than all of the units shall be assessed exclusively against the units benefited.

At our condominium community, in 2022, each condo was assessed a special assessment of $1000 for one person’s condominium because the hill that it faced kept draining water onto their condo patio when it rained hard.

We have fifty-two condos in our community so that meant that the total cost to fix this problem was $52,000 which only benefited one condo.

I would like to file a formal complaint against this board to retrieve my $1000 as I did not receive any benefit from that assessment.
