General Manager vs HOA Board in Florida

Question:

Is the General Manager or the HOA board the decision maker?
Isn’t the HOA board an advisory group to the General Manager?
Do final decisions fall to the General Manager over the HOA board?
I am confused as to the hierarchical structure of these entities.

The manager acts as a support or in an advisory capacity to the HOA board. The HOA board still retains the final decision-making power.
