the neighborhood was is only about 4 years old but looks like a trailor park.

Answer:

Hi,

The HOA is responsible for maintaining the common areas of the community. If your HOA board is not fulfilling its responsibilities, then you might want to consider removing the board members. RCW 64.38.025(5) states: “The owners by a majority vote of the voting power in the association present, in person or by proxy, and entitled to vote at any meeting of the owners at which a quorum is present, may remove any member of the board of directors with or without cause.” Check your governing documents as well to see if it contains additional requirements. Beyond that, you may want to consult a lawyer.
