HOA Failure to Maintain Yard in Texas

I pay $400 a month on HOA fees + I have a mortgage of $600. The front yard my HOA is responsible for looks like a desert. However when I first moved in I had grass, bushes, mostly large bushes, & it was beautiful. One of the main reasons I moved in. When I complained to them about it they say “we are working on it”, “it’s too hot now”, etc. I have pictures of it when it was beautiful & now the ugliness.
Suggestions??? A phone number to call & actually talk to a perso ??? Please help. I was hospitalized 6 months ago for falling downstairs, breaking ribs, & puncturing my lung. This HOA issue is not helping my recovery.
