HOA Forcing Owner to Replace Roof in Oregon

My neighbor has a shake shingle roof that was original when the development was built. The roof now has a leak. The homeowner is an elderly woman on a fixed income. The HOA will not let her repair the roof with shake shingles because they want her to replace the whole roof. Do they have the authority to keep her from repairing her roof that was original and pre-existing? It seems that keeping her from repairing her roof is more of an eye sore and it is damaging the inside of the home now. She could easily pay someone to repair it for much less to match what was there before.

It is best to check your governing documents for guidance. That being said, an HOA generally cannot force you to replace your roof if repairing it would take care of the issue and remain in compliance with your HOA’s architectural guidelines. It is recommended to communicate with your HOA board to come to a reasonable resolution for everyone.
