HOA Liens Without a Vote in California

Question:

I am dealing with a courput Association. President of the Board. Can a hoa President in California order a lien be put on your property. Without the Board voteing on it?
In other words she goes to an outside collection. Without notice to the board

In California, liens typically attach to your property automatically once you become delinquent. However, Civil Code ยง 5660 does require that written notice be sent to the homeowner at least 30 days before the association records the lien. Boards can also refer delinquent accounts to a third-party collection agency or a lawyer for collection.
