Having been a Oregon certified/licensed home inspector from 2016 to 2022, and a member of the Oregon Association of Home Inspectors (OAHI), it is my understanding the maintenance of the exterior components for example the roof, siding, windows, exterior doors, garage doors, are the responsibility of the home owner’s association. Is this true?

If the property is a condominium association, then according to the Oregon Condominium Act Section 100.540(2), unless otherwise specified in the governing documents, common areas are the responsibility of the HOA. Unless the governing documents otherwise specify, the homeowners may be responsible for their units, including their fixtures. However, the governing documents of each association may add or subtract from the HOA’s responsibilities, in which case those provisions should apply.
As for homeowners associations, generally, HOAs are responsible for common areas while homeowners are responsible for their individual properties, including their garage doors, roofs, and other components within the property’s boundaries. However, it is also best to review the governing documents as each community’s rules are different. For further guidance, kindly consult a lawyer.
