HOA Not Fulfilling Maintenance Obligation

We have a major problem with whoever is managing the HOA or the ones that work for the HOA and have left my mother and I with a very dangerous situation and have literally stopped responding at all to desperate pleas for help!
They have already lied a few times now and have ignored and a situation that could have cost lives in the three units involved!
The plumber was rerouting a broken main to another unit through two adjacent units and hit the main electrical feed wire to the subpanel in my mother unit!
The plumber was getting an electrical contractor to fix it and it was supposed to be a day or two to get them out and then they called and said they could not get there for another couple of day, then again it was delayed and for over a week! If I was expecting, it to be fixed much sooner! over that time I was shutting off power periodically and trying not to run bigger items in the house like AC and major appliances! If I had known, they were going to take that long I would have moved into a hotel!
I was a residential electrician for 30 years and know exactly how dangerous it was and so I has been contacting whatever company that was supposed to be dealing with this and they started doing as many delay tactics as they could and eventually stopped responding all together!

We have had the fire department out here and a general contractor and I have talked to a few electrical companies that ALL back up what I was saying about the danger and STILL no replies from the HOA or the company that they use!

There are many emails and things they have said that are in the email that show total disregarded!

When the HOA is not fulfilling its maintenance obligations and the board is not responding to complaints, it may be worth removing one or more members of the HOA board. You will find the exact procedures for removing a board member in your governing documents. If that still does not work, you can consider taking legal action.
