HOA Trash Accommodation for Disabled Resident

I am asking this question on behalf of my mom. My mom has two neurological disabilities, effecting mobility in her hands/arms and walking. I always put the trash out on Friday morning for her, but may not be able to get it to the backyard right away. We have neighbors that help pull it up to the sidewalk that leads to the backyard on Friday afternoon if we can’t be there. Our gate locks by key due to a pool in the back (city rule). Our HOA refused to accommodate her. This is not an every week issue by any means. The only day our trash can cannot be out is Monday. It’s not out on Monday, but still getting letters. Is this something that HOA can deny?

This may be in violation of the Americans With Disabilities Act (ADA). You may raise this with the HOA board by contacting them. Alternatively, you may bring up the concern at a board meeting. For further guidance, kindly consult a lawyer.
