Homeowner Common Area Maintenance Responsibility

I just moved into Ormond Green in Ormond Beach, Fl. 32174 about 9 months ago. When I bought my home I was not given a copy of Our HOA requirements. Our HOA feels it Can Mandate homeowners to maintain Publicly used HOA property. The neighbors walk their dogs up and down side walk to pee and poop, They are supposed to pick up poop yet not all residents do. I don’t feel I should have to care for this property since All residents use this. What is the Law when it comes to this issue. I am a Nurse and feel it’s contrary to maintaining my Health. Please explain this issue to me.
