How to Fight HOA Fee Increase in Nevada

Lived in the same house for 26 years. HOA is now managed by the elected residents. Just got a notice that my dues are going up $40.00 as of Jan. 1st. This is a huge increase with little notice. Back in April of this year, we all got notices that an additional $250.00 dollars was needed above and beyond our monthly dues. We were not told why but we believe it was to repair some roads which they did and Poorly. Is there any recourse about the substantial increase of $40 dollars?
