Question:
We are being assessed a very large special assessment. We just recieved a statement that has one month payment with out any other information. We were told we could pay a lump sum or in other payments amounts. We thought we would get an invoice that would outline all those details -fees, interest, etc. Our HOA is refusing to provide this information. I would prefer not to fill the coffers of our management company and would prefer a lumpsum. Is there a regulation or law that would compel them to provide an invoice for a special assessment? Our documents do not.

There seem to be no laws under the Virginia Property Owners Association Act that require invoices for special assessments. For further guidance, kindly consult a lawyer.
