Does a Virginia HOA have to ALWAYS use a licensed, insured contractor when completing small jobs that are in a common area? Can they use a handyman, especially if the task is replacing a board?

Virginia HOA laws do not currently address this. However, your governing documents might. Check your CC&Rs and bylaws to see if they require your HOA to hire a licensed and insured contractor.
