Is the Condo Responsible for Interior Damage?

If there had been exterior damage to building caused by wear and tear which caused water getting inside the building and doing damage. The condo insurance would not cover damages do to wear and tear clause. Is the condo association responsible for the damages inside that were created from the outside of the building?
