Landscaping Change Without ARC Approval

Question:

Does the board of directors have the right to change the common area landscape without the Arch committee approval? There were no plans of what was being changed, the board members said they didn’t need to have a plan or have the Arch committee review it. Is this true?
I thought if there is an Arch Committee everything should be approved.

Whether or not the Architectural Committee needs to review the new landscaping design before the board can proceed depends on your governing documents. Your bylaws and CC&Rs should tell you everything you need to know.
