Management Company Not Refunding Full Disclosure Fees for Failed Sale

Question:

Lat year while selling my condo, I had an offer that was taken off the table; it never went to title or escrow. Mgmt. co. charged me $400 disclosure fee out of pocket.
Because this was illegal, I asked several times throughout the year for a refund or to apply it to my successful sale. Neither happened. Finally sold property on 10/4/23 and they are now refunding money minus $69.45 for fees associated with 2failed sales during the year. Can they legally do this since again, escrow never closed and info was sent electronically?
