Newly Passed Rules in New Jersey HOA

Question:

I just received this announcement about my back patio.

COMMON GROUNDS/ FRONT AND BACK OF BUILDINGS (not inside patio)
Items left unattended– Violation letter will be issued, and items will be discarded, if items are not being used, they MUST be placed inside the unit or inside the patio area. Items such as but not limited to toys, sports equipment, tools, bikes, strollers, furniture, , personal items of any kind, vegetation etc.
No extension cords, plugs, wires, etc. is permitted on common grounds where it creates a trip hazard.
Bird feeders/ baths are prohibited even within the patio.

PATIO AREA – Must be neat and orderly, Patios are not to use as storage. No vegetation planted within the ground including fruit trees, no pools (baby pool is acceptable if it is emptied when not in use). Only patio furniture permitted.

It is common for HOAs to enact and enforce rules that regulate the exterior appearance of homes and buildings in the community. Provided these rules are reasonable, consistent with the law and other provisions in the governing documents, and the board has the authority to pass and enforce them, these rules are generally enforceable.
