No Fence Policy in Michigan

So in our HOA we have a no fence policy front or back my property is right next to the trail head where people walk their dogs without leash my dogs are in my back yard only teathered to a long leash so dogs can come into our yard and cause harm to our family and also have a 4ft deep 20-25 pond that people could walk into . So we put up a fence and are in trouble with the HOA
